Plan for the Implementation Phase of SAON is the report to the Arctic Council and the International Arctic Science Committee by the SAON Steering Group with a proposal on how SAON could be implemented. SAON has been through a planning period and the report contains both a brief history and specific proposals on how SAON could be implemented, including an operational structure.

Data is the most valuable outcome of Arctic observations. The need for standardization applies both to observations and data management for making them interoperable.
The International Polar Year (IPY) had the same challenges, so a dialogue has been ongoing between SAON and the IPY Data Management Group, ending with an international workshop in Oslo, June 2010.The report from this workshop, including recommendations can be downloaded by following this link
Several of the recommendations have been elaborated and proposed as tasks for the SAON Operational Phase (2011-2012)".
